I've reloaded Federal .223 brass that I've picked up at the range.  It looked to me like the primer pockets were crimped so I bought a hornady crimp remover (because it was the cheapest) and decrimped 'em.  They loaded and shot fine after that.  I bought some new, never-been-fired, Federal brass for my .25-06.  It came already primed and was not crimped.
