Whats the main difference's, if any, between the standard rifle and the UltraHunter? Is the Ultra a bit more accurate than the standard? just wondering if it's worth the extra money for the Ultra.

They are a nicer rifle but the standard nef can be just as accurate.
Most have longer 24" barrels
Some people think the blueing is better.
They have the stiffer laminated stocks.
Also the scope rail is longer.

Being new to NEF and still learning, can't you put an Ultra barrel on a Handi frame if it is an SB2?

Yes, all SB2 frames are the same whether on a Handi, Ultra, BC or Target. Those made prior to 1999 weren't heat treated and aren't as strong as those built '99 and later.
