Exploder/Bingham Ltd.

Picked up a couple of boxes, 24 per box, of .355 Exploder bullets, 115 gr., a number of years ago.  Had the intent at that time of using these as a self defense load in 380 ACP.  The box doesn't indicate who they are made by, only distributed by Bingham Ltd. out of Atlanta, GA.
Does anyone have any history on these bullets or the distributor?

Is this the ones that look like they have a small pistol primer in the nose
that is covered over with a blue laquer? If so, I believe they are illegal for civillians to possess
so I believe I would be very careful of who knows you have them. They are regulated as explosive devices as far as I know. If they are not like the ones I described, I do not know.
