Are muzzle breaks or of the rack accessories like Browning's "Boss" permitted in either hi-power class?

Acording to my 2001 copy of the rules, the use of compensators, muzzle brakes and barrel porting is prohibited.  The adjustment holes on the Boss-CR are not considered to be compensators, muzzle brakes and barrel porting.

For HP Hunting Rifles the rule said "A factory installed tuner that is a catalog item and that does not work as a muzzle brake is permitted."  But the "factory installed - catalog item" requirements probably went away when they loosened up the hunter class rules last year.  Perhaps someone with a new copy of the rules will chime in.

The boss CR is ok but you still have to be under the 26"
barrel length.

Another question but I didn't want to start a new thread.

I have a Winchester M70 that has been really working great for me. I can hit a chicken sized steel plate at 200m's 9 out of 10 times with it. The caliber is 257 Roberts Ackley improved.

Has the hunter class rules been lightened to allow for this common wildcat and if so would it be effective on 500 m rams?
