Chris,
I would look for some of those self-sticking pads (thin, though) that will go under the clamps and over scope tube.  You want to grip the tube but not crush it.  That scope sounds like a real "cannon", and yes, the momentum of the recoil will definately cause that beast to move.  I thought I had my new scope nailed down too and it did the very same thing!  Sometimes the scope box has those pads included in the package.

In addition to using loctite on the screws, you may conisder lapping the rings as this will increase contact area.
