Have discussed this elsewhere and am curious to the thoughts of everyone here.  Personally I would buy one if the monies earned where in some way used in the pheasant program.  I also think that it would cut down the number of guys that follow the stock trucks and shoot them as they are released.

Pheasant hunting in the state has become purely 'put and take'. Most hunters I know have largely given up pheasant hunting and now spend the fall hunting turkey, bowhunting deer, and/or muzzleloading deer. The pheasant is not native to PA (or the US for that matter), and while a great game bird, I can't see continuing stocking programs. Certainly, there should be ongoing research as to why we lost our native population.
