It is made by Starrett.
It seems to count revolutions, What it would be used for I don't know.
I found it in a drawer when I bought my house

does the left end of it turn?  i have not idea what it would be, but you said it counts revolutions, so i wondered if it would be some sort of tachometer?  maybe for something really slow??

for counting shaft revolutions
every 100 revolutions the knob under your thumb will throb

at least that's what the 1948 catalog says.
