Early bass fishing

Anyone here concerned about new DEC ruling that allows year round fishing for bass even over their beds during spawning season?  Do you think they did it just to sell more licenses?

when I was young - so many years ago - I pulled a bullhead from it "ball" of young and soon as I did this every sunfish from a country mile away came in and ate the young - I felt so horrible ... I never fish bedded fish sence then. So yes this concerns me to a great deal.
