Measure your twist with a patch on a rod, a ruler and a magic marker.  I would suspect you have the 1 in 12.

The PRIMARY thing that affects the accuracy of the 223 is pressure on the gun.  I am talking about where and how you hold it, what it is rested against or on and how tight the forend is.

My 223 will shoot 40, 45, 50 52, 55 grain bullets with equal accuracy.  I am talking about quality bullets and my reloads.  I would never expect MOA using surplus ammo or imported ammo.  I also broke in the barrel....... 1 shot cleaned, i shot cleaned up to the first 10 rounds, then every 5 rounds.  My gun does like a few fouling shots after a cleaning but it is a tack driver out to 250 yards.

I guess my point is to eliminate all the variables before you blame the ammo.

wow thanks i shoot with the forearm rested on sand bags and a light hand hold how do you shoot it hunting if you cant hold it tight
shot some hornady 60 grn soft points with 20 grns of reloder 7 two different 3 shot groups you can cover with a penny at 100 yds
but 60 grn hps with same powder cant cover with a dollar bill

My bull barrel 223 just hates the WWB 45s but will shoot 50 to 55 grain bullets under 3/4" all day long , have a friend with a 223 standard barrel that will shoot nothing but the 40 and 45 grain .  ???

my light barrel .223 shoots wwb 45gr. well ,but likes 50 gr ammo better.  I don't reload and use the ultramax in 50 gr nosler or blackhills reman in 50 gr vmax with outstanding results.  Try several rounds on top of changing how you are supporting the gun etc.  It took a couple of weeks with my .223 to get good results, but now I wouldn't give it up for anything.  As for reload powder/bullet and all the amounts there are a lot of guys here that can help with that.

how do you shoot it hunting if you cant hold it tight?

Simple...don't have a death grip on the pistol grip but with enough pressure to keep it snugly in your shoulder pocket..and use your finger tips to gently prop up the forearm underneath...Your shooting a 223...not a hard kicker like a 45-70..Most of the time when I shoot off hand..I rest the forearm in the palm of my left hand with my left elbow tucked into my side..for light recoiling rounds..
