Spotting scope question

 I'm looking for a spotting scope that will let me see .22 cal bullet holes at 300 yards. I'm not sure what magnification i need for this. Do you guys have any suggestions? I'd like to keep the price BELOW $300. Any help will be appreciated.

The benchrest shooters may have more and better info than my very limited experience with spotting scopes at the range, but what I have run into with my Bausch & Lomb 15-45X60 is I can't hold it steady enough with the magnification cranked up high enough to see these little holes.  I use a small tri-pod but even with this set-up on a concrete bench the breeze and just my touching it makes the sight picture unsteady.  The scope has the capability as far as optical quality to do this but I just can't do my part of it.
