If cost is not an issue that foxpro would be a good one.

The homemade is basically plug n play and your big investment would be an Mp3 player, digital voice recorder, or even a portable CD player but you may already own one of these. The amp, speaker, and packaging are realitivly inexpensive and there is a wide range of digital sounds that can be downloaded for free.
