Where to find regulations on blackpowder amounts and storage in Alabama

I have looked for regs on ownership of black powder in Alabama and cannot find much of an answer. I hope that means it is not much of a problem in my state. I found this page which has a chart from 1998 saying that Alabama exempts by use. I don't know what that means exactly.   http://books.nap.edu/openbook.php?record_id=6289&page=150    Do you know of any information on the amount of blackpowder a citizen can own? Is it flagged at 5 lbs like some states do?

I just want to buy a few pounds in the future and stay legal.

Maybe a Fire Marshal would be the person to ask.  The legislators couch these regulations under safety regulations rather than admitting they are afraid they might get blown up by an unhappy constituent.

For Alabama, I think the gist is that no person should store more than 50 lbs. of black powder--even a licensed retailer. It should not be in or too near one's house. A magazine is prudent and possibly required. Recreational and sporting use is somewhat exempted from regulation.
