While not a 99, hope these comments help.
I have had a PT 92 AF for quite a while. Got it days before the hi cap mag ban went into effect. The gun is fine for the range plinking I've done and is minute of bad guy accurate. I haven't tried real serious accuracy work with it but I think I have put 5-10 shots into 2.5 to 4 inches at 20 yard or so. It seems to digest nearly all loads I feed it. I have had a few stove pipes that may have been from limp wristing or very light reloads.
The gun is easy to clean and operate and seems reasonably durable - mine has the aluminum frame. I like it better once I put some thin Hogue rubber grips on it as my hands are small.
Reloading, I'd recommend middle of the road loads (any reputable load book) of 115 to 124 or 130 gr and you should be fine.
One thing that keeps me from shooting this gun more is that I don't like reloading 9mm - the small cases are not as nice to handle as 38, 357, or ever the 40 SW. Loading 9mm makes you want some sort of a progressive real quick. And as an old revolver guy I hate chasing my brass.
Also the small case and high pressures it operates at require you watch bullet seating depth, crimp tightness, and powder charge closely. Slight variations can mean big differences in pressures. Nothing real scary if you use reasonable care.
The nice part of reloading 9mm is that a pound of powder makes a lot of loads.
