Panniers for packing elk quarters

I am looking to buy some saddle panniers for packing out our elk this fall.  Does anyone have any advise on what to buy? What is the best material.  Are open tops the best or would covered top ones work with the tops just left open?

I have never had good luck with any kind of saddle panniers especially for carrying quarters.   We use a regular pack saddle with deep bags.  I have  some pictures but have no idea how to post here.  Mike C

How deep is a deep pannier?
