Help With Scope Selection

Just bought a CVA Optima 209 Magnum 50 cal.  I'm new to muzzleloaders, and need some advice on a scope, base, and rings.

For the scope itself, I'd like to stay in the $100 range, or not far above.  And I'd like a 32 mm objective.  My shots will probably never be over 125 yards.  150 yards absolute max.

I'd like good eye relief, and I'd like the scope to be rust-proof. 

So, fixed 4 power or 2-7?

What about a base and rings?  I'd like everything to be rust-proof.

I really like the Bushnell Banner 1.5-4.5x32.  You could probably get rings, mount, and scope for $100.00.
