7-08 Silhouette -- What Twist?

What twist is needed to shoot 140gr bullets?  The fasted I've found in a factory rifle is 9 1/2 (Savage);
most are 10:1.

A 1 in 9-1/2 twist rate will stabilize bullets up to 168 grains.
I shoot Hunter Silhouette with a Tikka White Tail Hunter in 7-08 with that twist rate and have no problems with Sierra 168 gr. HPBT bullets becoming unstable out to 500 meters.
