Tracker II right out of the box

Was 2 inches above center at 50yards right out of the box. Do these 12ga Tracker II shotguns come factory sighted? Seems it to me?

I believe they are close.  I found similar results with a 12 ga. Tracker II I once had.  I experienced the same with a .30-30 Handi and .44 and .357 accessory barrel's I purchased this year.
