Accuracy wise, your proposed setup, if all is put together and working properly, should get no worse than 1.5 inch 3 shot groups at 100 yards off the bench. I've shot an Encore 30/06 handgun barrel and thought the recoil a little bit more tolerable than a Contender in 44 Rem. Mag. In other words, I didn't think it too bad.
I like the T/C scopes but I like the Leupold 2.5-8X handgun scopes a bit better. The good thing about T/C and Leupold scopes is that if you have a problem, the company takes care of it with no excuses even if you're not the original owner.
Warne Maximal bases are great in my experience. Make sure you attach the base with Loctite or it will come loose. You don't need Loctite on the rings but make sure they're really tightened down or the scope will move under recoil.
