If you are referring to the Williams scope mount drilling fixture (the one with parallel bars connected with "scissor legs" to keep them parallel), YES. It will accommodate receivers up to 1.44" wide, so that would cover shotgun receivers.
I have used mine on many barrels and actions, and it works beautifully.
