Is this a joke?

Definitely not a joke.  The House (H.R. 1302) has already passed a similar bill.  Supposedly, this is a bipartisan bill, sponsored by both Dems and Reps in Congress.  I cannot believe we are legislating on world poverty when we have no control over individual governments economic standards.  And where in Sam H*** are we going to get the money?  We are already severely in national debt, untold billions in lost revenue due illegal immigration, and excessively taxed.  This is BS.  This is just another way to control the office of Presidency to comply with socialistic agendas.  The President must comply with accepted policies by Congress to achieve a reduction in world poverty.  By the by, I wonder where in the world is poverty most prevalent, Africa you think?

Goals of Poverty Act.

Quote
The Global Poverty Act:

Declares it official U.S. policy to promote the reduction of global poverty, the elimination of extreme global poverty, and the achievement of the U.N. Millennium Development Goal of cutting extreme global poverty in half by 2015.

Requires the President to develop and implement a comprehensive strategy to carry out that policy.

Includes guidelines for what the strategy should include - from aid, trade, and debt relief, to working with the international community, businesses and NGOs, to ensuring environmental sustainability.

Requires that the President’s strategy include specific and measurable goals, efforts to be undertaken, benchmarks, and timetables.

Requires the President to report back to Congress on progress made in the implementation of the global poverty strategy.

If this act doesn't force a President's foreign policy, nothing will.  I totally disagree with this bill and it looks like it will be enacted.

A study was done several years ago when I was in college.  It stated there are 3 main reasons for hunger and poverty in the world.

One is easy, transportation.  Some places are remote, have no good road or railroad system, therefore it is difficult to get food to drought or famine regions.  With modern means of transportation, this can be solved, if it were not for the other two.

Two is the political system.  A communist or extreme socialist state doesn't allow for the productive members of society to profit.  So, they share equally in misery.

Three is the religious system.  20 out of the last 22 wars in the world have involved Muslims or Muslim nations, either internally against other religions within their borders or against non-Muslim states next to them.  (India (Hindu) vs Pakistan (Muslim), Chechnya, Bosnia, Kosovo, Ethiopia, Somalia, Sudan, Turks vs Greeks, Turks vs Kurds, Nigeria, Uganda,  of course Arabs vs Jews, now Kenya.  The media calls it Ethnic Cleansing, but it involves Muslims of some form or another against Christians, Hindus, Buddhists, Jews, and tribal religions.  Also, some religions don't allow the eating of meat (Hindus) or have restrictive diets, thus depriving them of needed nourishment.

We can't change their religions and make them get along with others, nor their eating habits.  We might can encourage them to change their political system, and adapt more capitalism to prosper (as India and China are now doing).  So, we will be throwing money into a black hole, and never change anything.  Even FDR refused to give out welfare money to the unemployed, because he said they would become lazy and dependent on the state, but he got congress to provide work for the unemployed, building roads, dams, planting trees, ect.  He said the workers would be proud to earn a paycheck, and would be better suited to go back into the workforce when business started to pick back up.  Johnson created a mess with the "Great Society" welfare state he created.  Since then more than 3 trillion dollars have been spent on welfare, and we still have poverty.  Poverty will never be eliminated in Africa or the Middle East until they become democratic, and go through a renaissance like the west did in the late middle ages.  Where logic and reason with science can flourish.  We shouldn't throw away money or help them until they change their attitudes.  Sorry for the soapbox.

You won't get an argument from me.  I couldn't agree more and hate to see it.  I've expressed my opinion on illegal immigration, phony global warming causes, and several other contentious issues.  I don't see political authority or any organizational efforts to really correct the public's mass interpretation of these events.  They have voted for candidates that not only support these issues, but add more in the name of social welfare and economics.  I'm like you, totally disgusted with the voters ignorance of the real causes hidden in the name of doing something good.  Dixie Dude's elaboration of world events is most accurate IMO and no legislation from Congress is going to change it.  It will only effect a Presidents foreign policy to standards set by Congress and more waste of money and time.

Another reason to get the hell out of the UN, and kick them off our soil. These people can't control their breeding habits, not smart enough to move out of the desert, the SEED of civilization, yet not smart enough to figure out an irrigation sustem, and we, the people of the U.S. get to pay for it. And some limp wristed politicans going for it.   gypsyman
