Stock Plugs/Cross Bolts?

I wonder how they decide if a Model 700 stock gets one or two?  I notice that some standard caliber CDLs have two.  I've seen Magnum calibers stocks with one.  Is there a metal cross bolt under those plugs?  Do they actually do anything?

The way it's supposed to work is that standard caliber stocks (either long or short action) have one reinforcement screw through the stock in the area between the trigger cut-out and the magazine cut-out.  Magnum action stocks (either long or short action) are supposed to have a second reinforcement screw in the area between the magazine cut-out and the channel for the recoil lug.  The screws are brass.  During manufacturing, the screws are run through the stocks, both ends are ground smooth and the contrasting plugs are glued over the ends.  Some rifles (like the old ADL's with the walnut stocks) did not have the plugs and you could actually see the brass on the side of the stock.
