No.
The 14" is different than the 16".  Early 16 & 21 " barrels only had one barrel lug for a one screw forearm. The latter two lug 16 & 21" barrels were the same lug spacing and used the same forend. A two hole forend will work on a one lug barrel.  Does anyone know what TCs thinking was on the one screw forend mounting?

WHAT I DID WHEN I COULD NOT LOCATE A CARBINE FOREND WAS TO TAKE A 14 INCH FOREND AND DRILL A HOLE IN THE BARREL BED THE SAME SIZE AS THE LUG AND THE SAME DEPTH AND MOUNTED IT WITH ONLY ONE SCREW, THE REAR ONE WILL LINE UP WORKED FINE TILL I WAS ABLE TO PICK UP A REGULAR FOREND.YOU NEED TO BE CAREFUL TO DRILL ONLY DEPTH OF LUG AND NOT ALL THE WAY THROUGH, CAN LATER BE USED ON REGULAR 14 INCH.BARREL.
