paper patches sticking to the cartridge neck

Hello
Because I'm prone to make mistakes,I encounter things that elude most folks.
I patched a batch of bullets 3 years ago,and laiid many of them aside,probably because they did not shoot well.
3 weeks ago,I loaded some of them in cartridges for my Krag.
Yesterday,I discovered that they would not chamber in my gun,so I pulled the bullets;all 30 of them.
I was'nt concerned wit salvaging the bullets,so I pulled the out with a pliars;usung the reloading press for leverage.
At least 20 of them left a portion of the paper patch in the case neck.
Maybe this would not occur when the bullet is PUSHED out of the case.Maybe it would not happen with "fresh"bullets,freshly loaded.But I don't think that a partially patched bullet would be very accurate.
Does anyone here have any experience with this?
In the meantime,I'm brushing all my necks with mica,tthat will hold paper patched bullets.
