Planting problems

We have had so much hard rain this spring that I am having a problem getting small seeded plants to germinate.  A good example is basal.  I have planted three times already and it seems that every time I plant within a few days the rain comes and just beats the seeds down in the ground.  I have a few plants but nothing like I usually get.  I am getting ready to plant one last time and am thinking of covering the seeds with something until they get started.  I don't know if a board will work or maybe some sort of clear tent like structure or what.  Does anyone have any suggestions?  Am desperate as my pesto supply is hang on this.  It's too expensive to buy plants so that is out.

Sometimes coarse burlap crafted into a cover or "tent-like" structure can be helpful in situations such as you describe.  Idealy it allows the rain water in for hydration purposes but blocks the  driving force of the rain drops.  You'd have to tailor your dimensions to your specific garden geography.

Have you considered the use of a starter tray and then when they are growing transplant them into the ground? I've never grown basal so can't say if this is a viable option with it or not but is a way to avoid the problems you seem to be experiencing. Around here again this year too much rain is NOT a problem we're having. Just the opposite for the fourth year in a row it seems.

I think you can grow Basal from a Window Box, inside or out.  While it might be best to grow it out in the Garden, a Window box may be the better option when too much rainfall is ruining your attemps.  Too much rain or watering can also lead to Shallow Root systems.

Constructing a small HotHouse from 1x2's or 2x4's and Plastic Sheeting would definitly work too.  But them you may find yourself watering the plants inside. 

Alot of Plant Nurseries around my area have the whole outside area covered with some kind of Screening, that allows Sunlight and Heavy Rain to difuse in.  Using this system over a small area of Basal may be cost effective.
