Sighting in a new CVA Wolf

I got my dad a new CVA Wolf for fathers day and we have been trying to sight in the open sights. I say trying because even with 70 gr Pyrodex (loose powder) and the rear sight it throws a 223 gr Powerbelt 12" high at 50 yards with the rear sight slammed clear to the bottom. Dad can dink the bullseye regularly, if he aims a foot low.
Does this strike anyone else as weird?

Have the same problem with my omega. Its the sight.
call CVA on monday and tell them the problem, they will more than likely send you new sights, Ask if you can get the steel durasites for it instead of the plastic ones.
