This, of course, is problematic.
Under a number of scenarios this might be possible. However; in these cases we might very well be tribal and he might be the leader of tribes.
His declaration might not be anymore than his declaration without any following.
I make declarations around the house all the time--most often it evokes a yawn from the Hen.
Communications might make this just a little more than impossible to work. In the case cited, being a bomb in DC, George might not be the one who survives and, at any rate under these scenarios who might he call too discuss it all anyway.

That is of course scary.  However what scares me more is if obama gets elected and he has this power. He has already tried to change the presidential seal with his logo on it. I think he is more power hungry and narcissistic than Bush.

Some times when folks are just laying around drawing their check and doing nothing, they
need a little shock treatment. Maybe shock treatment is what this is all about, People
if you don't wake congress up i will, and give you some idea what you have to look forward to
when bama gets elected. I understand that what ever G.W. does it will be wrong, what
do you think he will be able to do in the short time he has. Has he forced anything on any one

All this rollback of the Constitution is based on fear and threat. Interesting to note Bush has pre-pardoned himself and Cheney in case of any pending criminal actions by one of his orders. He is a constitutionalists so he can be raving liberal of cold hearted conservative depending on the subject---just as libertarians are.
I think his, King George, that is, is overstepping the constitution--but the Republicans are hardly constitutionalists and lean more too a dictatorship than Democrats.
Unfortunately Democrats are pretty stupid in their own right, leaning towards anyone who will GIVE the something, and, are without the sense too get out of the rain.
Democrats are their own worse enemy and will give away the farm too those who would support a socialist state, not realizing that socialism is, or can be, more tyrannical than the Republicans.
