I'll try this one. Twist and velocity are what determines how fast a bullet is spinning when it leaves the barrel. The longer the bullt the faster the spin needs to be. Not enough spin and the bullet wont be stable. It will wobble and tumble end over end. Accuracy is gone at this point. I'm not quite sure what happens if it's spinning too fast other than it can blow up from the centrifical force. Bullet shape can determine how much twist is needed. For example: A freind of mine has a 225 winchester with a 1:14" twist. He can shoot most 55gr bullets fine except a 55gr Sierra Blitz King. The bullet profile is longer the most 55gr bullets and will not stabilize in his gun. Droped back to a 50gr Blitz King which is identical to the 55 except slightly shorter and it works wonderfully. Now the same 55gr BK will work fine in my 22/250 with a 1:14" twist. But it has an extra couple hundred feet per second that the 225 doesn't and it stabilizes. Hope this makes some sense.  KN
