Burris base for TC Encore recoil Lug?

I just got my new BB custom 45cal muzzle barrel.  I also have the Burris base 410520,  this base is Double dove tail with a recoil lug.  The rear of the base attaches to the barrle with 4 screws the front of this one piece base is free floating over the barrell.  Just behind the front dovetail is the recoil lug.  I can screw it down until it touches the barrel.  If I keep tightening the screw the entire front of the base will raise up.

Does anyone know the purpose of this recoil lug  (screw) and the proper way  to mount the base.  Do I have to use the recoill lug screw.  It does not look like a good idea for consistent accruacy>

Burris told me to put some thread locker or finger nail polish on the recoil lug and screw it down till it touches the barrel and stop. The purpose is to keep the base from bending or moving if it is dropped or hit. I will try a different base on my next barrel just not sure which one yet.
