The rebarrel should be done with a solidly mounted, heavy bench vise, a set of barrel gripping blocks/rosin, and an action wrench. Some barrels need to be cut, to releive tension, in order to be unscrewed.
Any different or new barrel should at least have the headspace checked, as a minimun requirement, with a set of headspace gauges.
If it's new, it may need finish chamber reaming to depth - yet another tool/process.
No disrespect meant, but if someone isn't familiar with the process and these basic tools, they'd be far better off (and safer) paying a 'smith to do the rebarrel.
