Is 22 grns of 296 powder behind a 250grn Hornady xtp safe to shoot in a Marlin 1885CB rifle?

Without looking it up in a loading manual I'd hazard a guess it's likely a safe load but not a smart load. From a rifle you'll be pushing that bullet beyond it's design velocity window. If you're going to push a bullet that fast from your rifle you should use the 240 XTP Mag rather than the softer 250 XTP.

Hornady lists the operating velocity for the 250g XTP at 800 - 1600 FPS, and 1100 -2200 FPS for the 240 Mag XTP.  Just a guess on the speed of that load, but I think you will be pushing the upper limit of the 250g XTP.  Hornady doesn't list 296 in their 7th edition reloading book, but it sounds like a good load, 44 mag with the 240g bullet, made by hornady, shows a max load of 24.5g of 296.  With the larger diameter bullet, your pressure will be lower.  DP
