Howa and SMOA?

Does Weatherby buy up barreled actions from Howa to produce their Vanguard line of rifles or does Howa just produce the action and Weatherby add their own barrel? If during the course of testing it shoots sub MOA groups, it's then set aside for a Fiberguard stock and sold as a Vanguard SMOA? I'm curious if anyone knows what percentage of those barreled actions end up being used as a SMOA rifle?

as i understand it, howa makes just the action for the vanguard but makes the whole howa rifle. weatherby uses kreiger barrels on the vanguards and howas are different diameters and lengths and chambers. weatherby assembles them here.

that's the story i got.

Really??  I thought the Vanguards' barreled actions were built by Howa.  That is interesting information there.
