Let's get to the ae section first.  Late last year I gave a friends kid a 22 rifle, with permission from the Mom.  We went shooting this past weekeknd and there were broken clay pigeon and told him to shoot at those pieces.  He could not see them with out a scope.  The rifle i gave him was a romanian training rifle with three folding leaf sights and that odd europen rail.
Well on with the question.  Do I get him a scope and mounts for his rifle?  Do i go get him another rifle with a scope like a 10/22 or a bolt action with a 3-9 or 2-7 scope on it and trade him for the trainer?
While the kid is only 13 he is a big kid and was shooting the Garand well on Sunday.
Can any of you suggest a rifle?

Spend the money getting him some glasses as it sure seems he needs them.

Bill, the kid has glasses.  He just can't see 100 yards with out magnification.  His father is the same way.  Both could not see the clay chips that were bright orange.  So should I buy the kid a scope for his rifle, buy a new bolt or semi auto with a scope and trade him back for my old bolt or let him bring up the subject?

I'm not familiar enough with that rifle to know if scoping it is even an option. If so I guess it would be the cheaper option but just getting another proper commercial rifle is in my opinion a better move if a scope is gonna be required.

That's where I was headed.
We are going to Bass Pro shop this weekend to get him a hunting license and I'll bring up the subject while we are in the gun section and see if he wants to swap his trainer for an other rifle.
