Can you turn a .17 HMR into a 17 Remington?

Isn't the HMR a rimfire and the 17 Rem a centerfire?

There are certain firearms where it's doable with the addition of a centerfire rifle receiver, I know it can be done with a rechambered H&R Sportster 17hmr or 17M2 barrel that's been fitted to an SB2 frame, the ejector notch just has to be modified and a 223 ejector/extractor installed, Larry (trotterlg) made one, although his strung vertically badly, so it wasn't the best conversion.

On a T/C design the answer is yes.
On a single shot design the answer is yes but it will cost more than buying one new.
with a bolt gun the answer is no.  Most actions for the 17HMR are too short for the 45mm case of the 17 Rem or even the 17 Fireball that is shorter and you would have a single shot if the gun could take the pressure.  Most bolt actions that origianlly came in 17HMR would not be strong enough to handle the recoil  of the two center fire rounds.
You could get a M77/ 22 in 22 Hornet and rebarrel it to 17 Hornet or 19 Hornet. But you would have to get anything that houses a 223 and can rebarrel to 17 rem.

The big disadvantage for using the Sportster barrel is it's 1137 mild steel compared to centerfire H&R rifle barrels which are 4140.

The Sportster may be different but I have a rimfire H&R rifle and I can only swap around rimfire barrels. 
Just buy one in 223 or 204 ruger and you will be happier.  With all the different small grain bullets offered in 204 or 224 you can reload to and from for varmints and preditors and maintain velosity.
