Scope Shifting...need advice

Checking in my Encore 30-06AI for up coming deer season today. Usually...this rig is pretty much a tack driver...it's a eabco barrel. Very proud of it..
I had trouble with the scope shifting with the original rings I got. Then I got the Burris Signature Zee rings ( with the inserts)...No trouble last year with the burris rings.....
Impacts were shifting at 100yds today at the range...really scratching my head....then dummy me....finally checked the scope found that it moved forward in the zee rings between 1/4" and 1/2" under the recoil.....
I have the Wheeler FAT WRENCH....and they say torque the steel rings 15-20 inch lbs. I torqed them at 20 inch lbs.......I the use the 'blue' loctite also.
So.....how much more torque should I apply on the ring screws to keep this from happening again???????
My encore feels pretty light for a 06AI....even with the heavy 26in heavy barrel. Got the camo synthetic stock.....Recoil is...let's say...sharp and brisky. Does not hurt though to shoot it....Do not really want to put a muzzle break because of the noise.....

I cant answer for the Burris Signature Zee rings.  (my guess is the plastic inserts cannot hold the scope firmly)

I use Leupold dual dovetail bases and rings for my Encore rifle (223 Rem and 243 Win) barrels and Burris dual dovetail bases and rings for my Encore pistol (7mm-08 Rem) barrel, and I have never had a scope slip or scope damage.

My 454 Casull has a SSK T'SOB base with 3 rings, so they don't slip either.

Just got done re-mounting the scope......re-applied fair generous amount of the blue loctite and torqued the screws little over 25 inch lbs......
Hope this takes care of it.......

What you need to do is make sure you clean the oils off the inserts and rings. Then do same for scope. Torque them down to 25 in. lbs. and it shouldn't move but just in case if you can put the turret against the front ring and then it can't move regardless.

Burris Z Rings seemed like a good idea to me but, at least in a 7mm Rem. Mag. they moved for me.  I put 3 rings on the scope with the turret tower against the back of the ring so the scope wouldn't move and the rings all tilted slightly forward under recoil; the scope stayed in place but it not being as it should be bothered me so I removed those rings and no longer use Burris Z Rings.

I now use Warne steel bases and their quick detach rings on my Encore and Contender rifle barrels.

If you choose to use blue locktite you have to be careful. If the loctite gets between the mating surface of the rings where the screws go thru it can dry to a hard chunk of crap. If you try to tighten the rings after that you are not really tightening the rings you are clamping that chunk of dried loctite to itself. Seen it before more than once. I have sets of Z rings on all kinds of rifle setups and never had a scope move.

I use the Signature Zee rings on my 7-08 rifle barrel. I made sure there was no oil on the rings or scope before I mounted anything, and I used blue Loc-tite.. After several hundred rounds I have seen no sign of any slippage at all. Just make sure that everything is bone dry before you mount anything.
