Circa 1984.
President Ronald Regan signs into existence REX 84, Readiness Exercise 1984. REX 84 sets up detainment camps in case a "mass exodus" of illegal immigrants from Mexico decide to suddenly swarm USA borders. REX 84 is to be executed under FEMA, which itself was set up under the National Security Council.
REX 84 may've been intended to deter the mass entrance of illegals into the USA. But it had another purpose. It was part of an ever evolving plan by those at the highest echelons of US Govt to detain certain US citizens in a time of unrest.
Know this. That FEMA was not created to offer US citizens help in hurricaines, floods, fires or any other natural disaster. FEMA was created for one ultimate purpose: TO BE A VEHICLE FOR IMPLEMENTING MARTIAL LAW.

Circa 1984.
Operation Garden Plot.
Around the same time REX 84 was adopted under FEMA, the govt adopted Operation Garden Plot. Unlike REX 84, Operation Garden Plot totally abandoned all pretenses of providing assistance and aid to US citizens during national or localized disasters.
OGP was strictly designed to neutralize, by deadly force if necessary, any and all gatherings of US citizens that the govt decided was an "insurrection". Also to be neutralized, by deadly force if necessary, was any and all groups or members of groups the govt declared to be "extremist" or "dissident".
If any civil disturbance by a resistance group, religious organization, or other persons considered to be non-conformist takes place, under Appendix 3 to Annex B of Plan 55-2 hereby gives all Federal forces total power over the situation if local and state authorities cannot put down said dissenters.
Annex A, section B of Operation Garden Plot defines tax protesters, militia groups, religious cults, and general anti-government dissenters as Disruptive Elements. This calls for the deadly force to be used against any extremist or dissident perpetrating any and all forms of civil disorder.

The U.S. House of Representatives holds a secret, closed door session. At that session, Congressmen and women were warned not to talk about anything that was discussed during the session. Representatives are sworn to secrecy by House Rules XVII but some were so shocked, horrified, furious, and concerned about the future of America by what was revealed to them inside the secret meeting that they have started to leak this secret information to independent news agencies around the world.
Here is what was revealed:
The imminent collapse of the U.S. Economy to occur sometime in late 2008
The imminent collapse of the U.S. Government finances sometime in mid 2009
The possibility of Civil War inside the United States as a result of the collapse
The advance round-ups of “insurgent U.S. Citizens” likely to move against the government
The detention of those rounded up at The REX 84 Camps constructed throughout the United States
The possibility of public retaliation against members of Congress for the collapses
The location of safe facilities for members of Congress and their families to reside during massive civil unrest
The necessary and unavoidable merger of The U.S. with Canada and Mexico establishing The North American Union
The issuance of a new currency called the AMERO for all three nations as an economic solution.

For the first time since the Revolutionary War, U.S. military troops have been deployed to the United States. The U.S. Army's 1st Brigade Combat Team has been training at Ft. Stewart, GA. Urban warfare. House to house fighting. Street clearing. Clearly then, the 1st BCT expects its AO (Area of Operation) to be American towns and cities. Here's the cleaned up task list for 1st BCT:
"They may be called upon to help with civil unrest and crowd control or to deal with potentially horrific scenarios such as massive poisoning and chaos in response to a chemical, biological, radiological, nuclear or high-yield explosive, or CBRNE, attack." "The 1st BCT’s soldiers also will learn how to use “the first ever nonlethal package that the Army has fielded,” 1st BCT commander Col. Roger Cloutier said, referring to crowd and traffic control equipment and nonlethal weapons designed to subdue unruly or dangerous individuals without killing them. The package includes equipment to stand up a hasty road block; spike strips for slowing, stopping or controlling traffic; shields and batons; and, beanbag bullets."
When the Army Times first reported on this story, they stated that 1st BCT had spent "35 of the last 60 months in some of the toughest street to street, house to house fighting in Iraq". That quote has been since erased from the article.

Pentagon tells Washington Post newspaper it expects to have 20,000 U.S. troops deployed IN the USA by 2011. That's "deployed". As usually meant "deployed overseas". And "deployed to active duty station Okinaw, Korea, Germany..", etc, etc.
