bought a youth .223 nef

bought an nef .223 youth with synthetic stock for 175 the other day. serial number starts with NT 39. if anyone knows when it was made would be nice to know. it has a scope rail on it and it seems like the front sight was unscrewed. i wanna replace the stalk and put a bi-pod and scope on does anyone have any ideas im not very good with scopes so i need all the help i can get
