I am going to buy a tikka t3 lite in .243 caliber, are the rings that come with the rifle good rings?

They are pretty bottom of the bucket. They will "work", but I would get something better. Lot of the guys use DNZ  as seen here: http://www.midwayusa.com/eproductpage.exe/showproduct?saleitemid=824324

I myself use EGW Picatinny base and then a good set of rings. You can get them in 0 MOA or 20 MOA model if you plan on long range shooting. You can find them here:  http://egw-guns.com/store/index.php?main_page=product_info&cPath=39&products_id=221

I have the T3 Lite in .243 and love it. It will shoot sub 1/2" five shot groups at 100yrds using Hornady 75gr HP ammo all day long. Here is a picture of mine.

Take care,Stan

I would suggest using an alternative to the factory rings. With my 6.5 x 55, the scope slipped forward in the front ring and the rear ring slid on the dovetail (only the front ring has a recoil pin). This happened with all screws securely tightened, and with a very mildly recoiling caliber. Switched to the Talley lightweights, and haven't had a problem since. Also used them on my 338 WM, with great results. My opinion is that they are a more efficient (less wasted material), stronger (4 screws per cap), and attractive choice than  the popular dead nutz. But that's just one view

I put Talley's on my 3006 and they are great.  I just put Dednutz one piece rings on my new T3 .223 since they are one piece there is no need for lapping.  They also sit about an 1/8th of an inch lower than my talley lows do.  Get rid of the stock rings.

I would agree with the dednutz. I started using them a little over a year ago and I really like them. They fit low, are very secure and require no lapping. What is not to like? The price is also very attractive and that sure does not hurt.
