Is there a Silhouette competition that the 221 fireball rifle/pistol can be used in?  I'm new to shooting competitively and would appreciate any suggestions ...

Not really. .22 centerfires aren't allowed in highpower rifle silhouette. Not sure about IHMSA if you have a XP-100, but if it is it still won't knock over the targets even if they say it's legal. Sure does make a neat varmint round though!
