Is an FFL needed for a customer to send a barreled action to a gunsmith for work? What about returning after the work is done?

Yes, you can send firearms to a gunsmoth or a manufacturer for repair or modification without going through an FFL.. Be cautious about how it's sent though. FedEx will ship handguns or longguns while UPS will only ship handguns overnight air(read very expensive). They clain it's in response to thefts of firearms at their transhipment point. I suppose it's easier to charge more than it is to catch the theives!!! For long arms USPS is usually the cheapest, but be certain to properly insure.. Also the USPS won't ship handguns... Although I've not tried. They will sometimes argue but they do ship weapons... Be sure it's NOT LOADED!!! good luck!!

Fed -X will only ship priority status, (very expensive) weather its a long gun or hand gun. They wanted $85 to ship a rifle back to Winchester. UPS shiped it for under $10. KN

I just got a pistol back from S&W.. Smith&Wesson's service was the pits.. but FedEx came to my door, picked up the piece and delivered it to S&W for a bit less than $14...
