PA you have a chance anywhere you want really. Swamps are usually good but mountains are also productive.  The main thing about bear hunting is that you need a nice group of people that also are bear hunting.  after the first couple of hours of sitting all you should do is organized drives to push a bear around.
NOW, If you know where a bear is because of pre scouting tactics or just been seeing one around, Go there and wait it out for 1 day.
Don't forget, you may see a bear in one spot one night and the next morning you'll hear about it being shot 40 miles away.
I could give you more information but i'm getting ready to go out with the bow in the pouring rain ;)

I just started hunting in a nice open swamp for a monster 8 so even if i hit him or any other deer and can't find blood, i will see where it will drop or have a good idea where too look.
Btw, the thursday rain wasn't so bad.  It was slow enough to push 5 deer into my viewing range and 2 youngins into my shooting range. Passed on both though.
