Twenty percent rule

I just heard a capitol hill briefing that referred to a 20% rule. When the federal government estimates a program will cost x dollars, then x is typically only 20% of the actual cost. It's a working number for some people. Have you heard of it before?

My dad always talked about that in reference to fishing. Twenty percent of the fishermen catch eighty percent of the fish. Simple observation over the years does tend to support that "twenty percent rule" idea though. Nothing comes in under budget, and so few as to be an anomolly even come in at budget. It's obvious they don't even try to get close, simply say a number somberly nod heads in agreement and go on spending.

Why would you trust anyone who works for/in the goverment to have a clue about life or business?
