SRH rings/scope set up...

Okay here we go.   I thought this would be easy, but... 
 
Ruger SRH 44mag. & has the ruger integrated scope rings.
 
let me know where the screw ups begin.
I put the scope into the rings and tighened them down.  I mounted the rings to the gun and tightened them down.  I took out my bore sighter ( a $35 boresighter that has the plastic base that screws into the laser and spreads out as you tighten)  I put the bore sighter into the barrel and tightened it up.  I put the gun into my shooting rest.  I used the two dials on the scope to move the crosshairs onto the red laser dot.   
 
I had to move both adjusting knobs as far as they would go, but i did get on the laser dot.  Went out and took only one shot because I ahd to leave for dinner.  at only 40yds I missed the paper all together.  About 18" high and 18" to the right. and I cannot move the adjustment dials any farther than they already are?
 
Okay beside going out and actually shooting a bunch and establishing a pattern is there something that i am doing wrong that I am already at the end of the dials?  Is there a trick to the scope rings that I am not aware of.
 
I ahve the tall ring in the front and the short ring in the back.  Is there some kind of difference in the tops of the rings?
Help? advise?

Even though I have found MOST Ruger rings good, I ALWAYS lap scope rings unless I am using Burris signature rings.
The step before lapping should be using an alignment rod set, you could skip the step and look at the lapping as an indicator to make sure you are close but the alignment rods do save time and effort.

I've had problems w/windage on Ruger unique scope mounting. In my case, I cut a elliptical shaped shim and place it on the scope mount ellliptical cut out on the non-moving jaw. After I check it out and verify its performance, I epoxy it in place. At one time, Talley made ruger scopebase blocks. They, once mounted to the rifle, would accept the ruger rings and I changed out most of mine to use ruger rings in this fashion. No longer available, I now acquire warnes ~

So, would it be acceptable for me to cut some aluminum can strips to shim the bottom of the back ring and the right side of the front ring?

I would find an alignment rod first

I would sell that plastic bore sighter and buy or make an alignment rod.  If you have to lap the rings keep it to a minimum.  I know a fellow that has run a scope repair biz for forty years.  He claims 50% of the broken scopes he sees is from lapped rings and over tightened screws that crush the tube.

Most modern quality rings and bases are manufactured to a very close tolerance, +/- .001
