What the heck is "deficit neutral"?

Your taxes are going up to cover this, so it will not add to the deficit
the nation that forgets it defenders will itself be forgotten

Well, the latest definition of "deficit neutral" is a spending bill that only increases the federal deficit by a trillion dollars in ten years.  Of course they are lying about the ten years.
