Send the snow up here. I haven't gone cross country skiing in years because there hasn't been enough snow in my part of sunny Minnesota.
Up here, there are two kinds of snow fall: the first one, and all the rest. The first one is when everybody learns to drive in snow again and it can be a bit hectic. The others just slow traffic down. It really doesn't matter how much snow there is, it can be 1 inch or 18 inches. It has about the same effect on traffic. At least until it gets too deep for cars to drive on, then there's a quantum change where people have to help each other get un-stuck.
The big advantage we have is that we're set up for it with snow plows and other municipal organization around clearing the roads. It's also cold enough so that when it does get cold it's usually cold enough so we don't have to worry about rain glazing everything over, thus making a very bad situation.
