the manual doesnt say what it means

Shooting the gun with no bullet.  Like firing a compound bow with no arrow.  They need the resistance or the springs and things get damaged.

Some guns you can dry fire some guns you can not

Youn won't hure a pump gun or a co2 gun dry riring it no way. NEVER dry fire a springer there is a serious chance of damage to both your gun both barrel (bending coming out of the lick) and the stock (cracking or slpliting ) this measn ALL types of springers barrel breakers underlevers and side levers as well; Hope this helps
