Some weeks ago there was a thread about torque wrenches, and someone mentioned one that was available at Harbor Freight, but was way too many pounds of torque. well I thought I would give it a try and see if I could reduce the torque, for about 6-7 bucks I didn't have much too loose.
 It can be done and quite easily, the wrench is well made even though it comes from Taiwan. The front of the wrench unscrews revealing that the pounds of torque are created with spring pressure. By replacing with a smaller spring the amount of torque is reduced. My local Ace hardware had a spring made by Century Spring Corp. it was 1/2" dia and 2 3/4" long using .072 wire. There is no limit to the amount of reduction by changing the diameter of wire and length of spring. By using about 1" length of that spring I was able to reduce the pounds torque considerably. you can also vary the amount of torque by how much you compress the spring. I think I'll get a couple  more of these I can see use in many applications. I haven't figured how to measure what I have but it feels about right.

Another quickie and what I've been doing i put a 2 pound weight on a 1 foot rod, attach it to a screwdriver at a 90 degree angle. That gives you about the right tension.

Excuse me.
If you can't measure the torque, what is the use.
a weight and a rod feel right.
think i will get a cheap screw driver that maybe will break or twist off at the
right amount of torque. ;D

What the torque is set at isn't as important as getting it the same each time so it's repeatable, that's the key no matter what method is used, that it works for you is all that matters.  ;)

You can measure the torque Rex....

Its simply (force x radius)
If the radius is in inches and the force in pounds, the result is in inch pounds.
It could be inches x ounces producing inch ounces of torque (yes, it exists)
Newton-meters
etc...

Your 25" lbs would be:

25/12 = 2.08 feet

So, 1 pound at 2.08 ft

or

2 pounds at 1.04 ft

The one I made is on threaded rod so it is really more precise than the torque drivers you buy...unless you try to use it in a vehicle on a bumpy road ;D
