[Is the Rossi lever gun the same as the Puma 92?]
Amadeo Rossi makes the Rossi Model 92 levergun.
One of the Model 92 Rossi's used to be labeled "Puma", per the request of the Rossi US importer of the time, LSI.
The 2009 "Puma" Model 92, distributed by that same LSI is not made by Rossi - it's made in Italy by Chiappa, aka Armi Sport.
It seems that LSI is the corporate entity that owned the "Puma" moniker - and can put it on whatever pleases them.

There's no difference between Rossi Model 92's and Rossi Puma 92's.
There ARE differences between Rossi Model 92's and Chiappa Model 92's.
AFAIK, Chiappa isn't up to speed on metal hardness & tolerances needed for Model 92's - per M92 custom riflesmiths.
[Which one would be better for 45 Colt +P+ level loads?]
Flip a coin, but TWO Rossi's can be purchased for the cost of one Chiappa.
Some folks gotta have "bling", though.
