H&R's Standard-Regarding Accuracy

I keep reading about concerns new Handi buyers are having about accuracy issues they heard or read about. Now I know most concerns can be alleviated by simply following the instructions in the FAQs and Handi Basics 101 sections here, but I was reading this in another thread:
H&R's standard is 2" or less 3-shot 100yd groups with factory ammo, that's the least to expect, 1"-1½" should be easy with handloads or selective factory ammo, keep the barrel cool and it will shoot fine for hunting purposes.

Now I have to ask, that if this accuracy standard of 2" or less 3-shot 100 yard group with factory ammo can't be achieved, would H&R at that point advise that the rifle be returned to the factory so that they might correct any problem and thereby improve on that accuracy?
Knowing that H&R will make it right I think would go a long way towards eliminating any potential buyer concerns.

Sometimes the "accuracy"  that can't be achieved, isn't the fault of the gun  ;D 

If a guy buy's a 1000$ gun he's going to be a bit more commited to learning how to shoot as compared to a 200$ investment plus 1 box of the cheapest shells that'll fit it..                 Know what I mean?

I understand they do back up factory errors,,but what was it Larry the cable guy said?, "Ya can't fix (add a word)!"

Yes, they have done that many times for members here, there have been some rifles that just didn't shoot well, that's the best option if the usual treatments don't work.

I had been hoping to see you reply to this. In all honesty I see no reason why anyone should have any concerns when buying a Handi rifle. I would never expect to pay Handi prices and see a Sako 1" warranty, but time after time we hear potential buyers say they have heard or read horror stories about accuracy issues, this is the simple answer. If it doesn't shoot 2" or better 3 shot groups at 100 yards using factory ammo, simply send it back until it does. That statement alone would go a long way to selling rifles. This should also assume an honest effort be made to find the factory ammo the gun likes. To buy one box of ammo and say the rifle is inaccurate is not an honest effort in my opinion.

They also cover return shipping if you ask, and another point that is overlooked, the actual written warranty is only 2yrs, but they've never enforced it, Gardner covered any firearm made since 1987, repaired, replaced, whatever was needed and never charged return shipping even. Ilion so far as done the same, one member sent a frame in last year with a second hand 45-70  barrel that didn't fit, they fitted it with no charge just like it was a poorly fitted factory barrel!!
