The only thing I can think of is that the mayor looks like she may be of Asian decent so maybe 'O' got confused and forgot where he was.  What a duffis. 

Even if he was in China and she was royalty he should not lower his eyes when he bows.  This is a sign of submission (could be read weakness), he should not break eye contact when bowing to Asian diplomats.

He is truly hopeless.   Foreign countries will see him as a buffoon of protocol.   On the one hand he definately is stereotyping the mayor because of her Asian physical features. He should remember his own words when he accused the Cambridge police for acting "stupidly".   

Secondly as mentioned before to look down when bowing is an acknowledgement of submission.  Thirdly you do not bow and shake hands at the same time...its either one or the other.   One is East, one is West.  Considering we live in USA the handshake is proper.   

Next we will see him curtsy to the Queen of England.

I watched Fox "the fair and balanced one" ::), this morning interview the Mayor and try to spin it for THEIR political agenda, and instead, got a Mayor gushing all over the camera, about what a genuinely great man Obamy is, and what a caring guy he was.
Fox kept settin it up, and she kept ignoring them, and went on and on about his great heart for the people, and how much money "HE" had given Florida.
I personally don't care if he bows to the girl at the McDonald's cash register. The whole world sees him for what he is.
I'm just gonna let him run his course, and then the Republicans can come in and finish ruining the economy.
