Just shoot it and if it's like the ones I have you will realize it doesn't need any accurizing. Good luck.

With my tikka' I found they start to print and settle in at about 100 yards or so . Some settle in with half of of that , while some print tight groups right from the start .
I find too if you follow the manual and clean only with a patch Not using a brush in the bore helps !!!
My 338 only need to fire about 20 rounds to settle in . then too I got lucky with what it likes .
So My advise- go and shoot it to get used to it Don't worry about groups at first .It will come .

I know this is a lot cheaper to say than do, but I'd try a few other brands of ammo and see what the rifle likes.

I would make sure that the trigger is properly adjusted at 2.5-3 pounds and not too heavy for me, would make sure that the mount and scope are properly mounted and adjusted, would never clean with brushes, but only jags and patches (actually, i clean with undersized brushes and patches wrapped around them), and would BUY LAPUA BRASS AND RELOAD.

How well is your rifle shooting ? Then we have something to go on. Also if you surf over Graybeards you will find referance to 7/08 from Gunsmithing colum, Savage and so on , just to give you some idea what others are going with this round.
I have never heard of anyone bedding the action, replacing triggers, lapping the Lugs , as you might well do with one of the other brands .How is the crown ?Is the scope good and the rings and mount tight ?

Then too what ammo are you feeding this gun ? If reloads what was the factory Ammo shooting in this gun ?

My '06 was shooting close to 2" with some reloads and this bothered of coarse . But trying different ammo I soon discovered it was starting to like one brand better . Then too I must have been getting used to the gun  , for the rifle as well as Myself sure started to get the act together after a few  box's fired .
I use a foam cleaner then patch the bore . The only other thing thing done to the rifle is load and shoot.

So if your getting 1!/2 groups from the start , that's fair, try another brand. and so on. Got to work abit with Ammo.

1.5" is pretty good for cheap winchester and if you have not shot in years that could add to the group opening up. I have seen guy's shoot 2.5" groups at 100 yards and then watched another guy shoot the same gun under a inch. I do not think you rifle needs any accurizing just some more shooting and may need some different ammo. Like I said 1.5" group is pretty good.

Here is what a T3 can do.  This is a THREE shot group.  I know the pic looks like two shot but it's not.  AS you can see this is a outside measure so center to center this is a great group.

Yes, handloads.

MikeWalker, I don't know of anybody getting real good accurcay shooting factory loaded Winchester PowerPoint ammo.  I think you will have much better accuracy with the Winchester Supreme/ black box ammo.  I have never heard of a Tikka T3 that needed any accuracy work done to it, as their triggers are great and I think the barrels are free-floated out of the box.  My T3 Lite 300WSM has never seen any factory ammo but it shoots into .75MOA with my handloads without touching/altering anything on it.  Like I said, try the black box stuff, I think you will be pleasantly surprised.  BTW, don't try to shoot a bullet of more than 140 grains as my experience with the factory barreled 7/08s has shown they like the lighter for caliber projectiles as most off-the-shelf rifles in the cartridge sport a 1/9.5" rate of twist although some say this twist in this caliber will shoot the heavier stuff too but that has not been my experience.

The biggest improvement in accuracy with my T3 in 6.5 x 55 came with adjusting the OAL. When bullets were seated to .005 off the lands the 3 shot groups shrank to 3/8" (brass brand had no effect - same with rem or norma) with 140 partitions. Only problem is now it's so consistent that it almost becomes boring!! No challenge!

I have a T3 Lite as well and it shoots very well. Last week I shot 10 two shot  ( at 100yd )groupes with an average of .7776". Largest 1.25. Smallest, overlaping holes.
Still working on overall length, almost there. The 6.5x55mm SE is shooting well with no extra work done to it. ;D The scope on it is the Bushnell Elite 3200 3-9x40.
  Win. brass
  Rem. LR primer
  IMR 4064, 41gr (.5 over book max)
  Hornady 129gr sp interlock
Now I just need to work on me.
